Puerto Rosales Storage Terminal Expansion

At OTAMERICA, we continue advancing an ambitious expansion project at the Puerto Rosales Storage Terminal, strengthening its role as a strategic hub for crude oil transportation in Argentina.

This project enables the terminal to become the main export outlet for national crude oil, particularly from Vaca Muerta, to international markets.

Following the recent completion of Phases 1 and 2, a third phase will move the project toward its final stage. Three additional 50,000 m³ tanks will be added, along with a third berthing position at the dock. With these upgrades, total storage capacity will reach 780,000 m³, reinforcing the terminal’s role as the country’s leading hydrocarbon export hub.

“Rosa Negra” generated more than 1,000 jobs and boosted local businesses, services, and suppliers in Coronel Rosales and surrounding areas. Significant efforts were also made in workforce training to ensure operations meet strict international safety standards.

OTAMERICA thus reinforces its position as a key player in Argentina’s energy development.

Project Progress

  • Pipeline connection: installation of a crude oil intake line, process piping rack, and modern fire protection systems.
  • Infrastructure and electrical systems: construction of trenches, an electrical substation, and a pumping station to the dock.
  • Storage tanks: three new tanks added, with three more planned, increasing capacity from 630,000 to 780,000 m³.
  • Marine works and dock: construction of a 2,000-meter dock with two berths, with a third berth planned.

Impact and outlook

This expansion positions the terminal as a key hub for crude oil transport and storage in Argentina, with capacity to handle between 20 and 25 vessels per month.

The investment will enable handling between 60% and 70% of the country’s crude oil, strengthening national energy infrastructure and positioning Coronel Rosales as a strategic city in Argentina’s oil route.
